According to FINRA’s Department of Enforcement, broker Joseph O’Shea has been permanently barred by FINRA following the regulator’s investigation into O’Shea’s potential excessive trading in his Spartan customers’ accounts. According to the Letter of Acceptance, Waiver, and Consent, O’Shea refused to appear for on-the-record testimony requested pursuant to FINRA Rule 8210. As a result, O’Shea violated FINRA Rules 8210 and 2010 and is barred from associating with any FINRA member in all capacities

On December 1, 2025, in connection with an investigation into O’Shea’s potential excessive trading in his Spartan customers’ accounts, FINRA sent O’Shea a request for on-the-record testimony pursuant to FINRA Rule 8210. According to FINRA’s Department of Enforcement, this matter originated from an examination conducted by FINRA’s Department of Member Supervision. FINRA’s findings state that by refusing to appear for on-the-record testimony as requested pursuant to FINRA Rule 8210, O’Shea violated FINRA Rules 8210 and 2010 and is barred from associating with any FINRA member in all capacities.
